Textile Council of Hong Kong comprises of twelve major textiles and garment associations. It represents the entire Hong Kong's textile and garment industry whose business activities range from spinning, weaving, knitting, dyeing and finishing as well as the manufacturing of textile and apparel goods. The Council, incorporated on 22nd July 1988, was officially inaugurated on 12th December 1989. Its main objective is to promote and foster the interests of Hong Kong's textile and garment industry.
Associations and organizations whose members are mainly manufacturers in the textile and garment industry in Hong Kong may become Full Member.
Firms and corporations whose business is the manufacturing of textile and apparel products may be elected to the Council as Associate Member. The Council's affairs are managed by a General Committee consisting of representatives of Full Members and Associate Members.The Council, as a body representing all major textile and garment associations; acts as a voice of the industry on matters that affect the trade. The body maintains dialogue with the local and mainland government on policies concerning textiles and garment business, they include economic and trade policy, trade tariff, textile trader registration scheme, human resource and social security, environmental regulations, sustainability practice and custom and taxation etc. The Council also undertakes by itself or jointly with other organizations on study missions, projects, seminars and other activities.
Within the Council's General Committee, two members at present serve in the Legislative Council of the Hong Kong Special Administrative Region.
Council members also consist of elected representatives including Hong Kong Deputies to the National People's Congress and Representatives of Hong Kong as well as members of the National Committee of the Chinese People's Political Consultative Conference. Many Council representatives are appointed members of advisory boards, committees and public institution of the HKSAR government such as the Trade and Industry Advisory Board, Hong Kong Productivity Council, Garment Advisory Board of the Hong Kong Trade Development Council, Hong Kong Research Institute of Textile and Apparel, Clothing Industry Training Authority, Vocational Training Council, Textile and Clothing Projects Vetting Committee of the Innovation and Technology Fund and the Employees Retraining Board.Aside from their long established manufacturing bases in China, Council members' supply chain spans across south east Asia, many have set up off shore productions in places such as Vietnam, Cambodia and Bangladesh etc.
The Council's organization profile has also grown in recent years, expanding cooperation with the fur apparel trade and sustainable fashion, forging ahead with new interest toward developments of textile functional technologies, sustainable manufacturing, promulgating industry 4.0 and online commerce. These new engagements reflect the Council continuing commitment to promote and foster the advancement of Hong Kong's textile and garment industry.
